Widener University sought not to create an isolated campus island ?EUR??,,????'?????<??????????????+ as some campuses do ?EUR??,,????'?????<??????????????+ but rather to integrate campus with neighborhood. While seemingly opposing goals, The Collaborative, Inc. discovered that ?EUR??,,????'?????<????????embracing the neighborhood?EUR??,,????'?????<???????? and ?EUR??,,????'?????<????????defining campus entries?EUR??,,????'?????<???????? were not mutually exclusive.
Widener University wanted to develop a streetscape master plan as a means of harmonizing the campus and neighborhood; identifying the university?EUR??,,????'?????<????????????EUR??,,??s entries; providing greater security and strengthening linkages between disjointed portions of the campus.
Having recently completed Widener?EUR??,,????'?????<????????????EUR??,,??s master plan, the university and the design team identified three main goals for the streetscape master plan:
Improve the public image and first impression of the campus. Improve the quality of the campus gateways and borders. Identify ways to positively influence physical improvements to the neighborhoods that surround the campus.

Widener University believes it is part of the overall community and, in planning for the campus streetscape improvements, also sought to uplift the surrounding community. Widener University is located within the economically challenged city of Chester, Penn. With 27% of its population living below poverty, the city (US Census Bureau, 1999). As reported in the 2000 census, Chester lost 12.2% of its residents between 1990 and 2000, another sign of hard times.
With Widener?EUR??,,????'?????<????????????EUR??,,??s context in mind, the main considerations for the streetscape master plan included:
Safety ?EUR??,,????'?????<??????????????+ Provisions for keeping Widener students and Chester residents safe include increased light levels, via new light poles and fixtures and traffic calming measures.
Points of Entry ?EUR??,,????'?????<??????????????+ The university wanted to maintain the public streets which intersect the campus, but create clearer points of public access into and through the campus.
Public Streets ?EUR??,,????'?????<??????????????+ A unique feature on college campuses, Widener embraces the public streets as part of the fabric of the campus. Maintaining the streets as public embodies Widener?EUR??,,????'?????<????????????EUR??,,??s unimposing presence in the community. The streets allow for an integration of the community and campus.
City of Chester Standards ?EUR??,,????'?????<??????????????+ Widener collaborated with Chester officials to ensure all improvements met the city?EUR??,,????'?????<????????????EUR??,,??s standards. The university?EUR??,,????'?????<????????????EUR??,,??s improvements needed to align with the city?EUR??,,????'?????<????????????EUR??,,??s vision of promoting Chester as a pedestrian friendly environment.
Uniting Eclectic Architectural Styles ?EUR??,,????'?????<??????????????+ Widener?EUR??,,????'?????<????????????EUR??,,??s campus and the surrounding community features a collection of unique architectural styles. The streetscape improvements needed to draw on common elements from the existing architecture.
The project went through a 12 month, three phase approach, including data gathering, exploration of options and plan refinement. Led by the senior leadership team, the process included input from numerous campus constituent groups, including the President?EUR??,,????'?????<????????????EUR??,,??s Advisory Council, the Faculty Executive Committee and representatives from the administration, faculty, students and staff. The team also sought input from off-campus groups, including the city of Chester, business leaders, local schools and neighborhood groups. This collaborative effort resulted in a design well suited for Widener and the surrounding community.
The design team utilized quick hand graphics to communicate ideas, suggestions and first thoughts early in the design process. TCI developed the palette of colors, textures and details for Widener?EUR??,,????'?????<????????????EUR??,,??s improvements by photographing existing community elements. These photographs inspired common themes of red brick, native stone schist walls and wrought iron. Implementing the improvements with a defined set of materials helped to draw together the campus and neighborhood?EUR??,,????'?????<????????????EUR??,,??s eclectic architectural styles.
By photographing existing elements from both the campus and community, the design team developed a palette of materials which harmonize with the area?EUR??,,????'?????<????????????EUR??,,??s eclectic architecture. At key milestones, the design team met with Chester leaders, to create buy-in for the design elements which influenced the public right-of-way. Input from city administrators allowed for a successful design.
The streetscape improvements implemented from the streetscape master plan create a distinct image for pedestrians and vehicular traffic in and around Widener?EUR??,,????'?????<????????????EUR??,,??s campus. The improvements include monumental entry signage at key campus entries. The signage, along with new black wrought iron light poles and fixtures, brick piers and black wrought iron fencing all contribute to a unified campus identity. Sidewalks lined with brick detailing add continuity to the design.
Widener needed a system of improvements which would both define campus entries and blur the lines between campus and community. The distinct entries guide vehicular traffic into and through campus at key points, as well as announcing campus boundaries to visitors. Another element of Widener?EUR??,,????'?????<????????????EUR??,,??s enhanced campus image is the safer atmosphere, produced by increased light levels from the new light fixtures.
Widener University consciously focused the improvements on public areas which would benefit the entire neighborhood, not just the university?EUR??,,????'?????<????????????EUR??,,??s property. Instead of building walls and keeping out the community, Widener embraced the neighborhood and made an investment in their combined futures.
Implementing improvements on public streets meant the design had to be approved by the city of Chester, withstand public use and garner support from a range of constituents. In order to gain widespread support for the improvements, the design team selected a highly visible site, where the town/gown meets, as the first phase. As campus and community representatives saw the results of the first phase, excitement grew for the continued implementation.
The improvements respect the campus and neighborhood heritage by drawing inspiration from existing community elements. The design team chose high quality materials which would endure both time and public exposure with little maintenance.
The streetscape improvements have accomplished the goals set out by the streetscape master plan. The campus as a whole has an improved aesthetic feel and stronger public image. The new gateway elements offer visitors a positive first impression. Clear public access points support vehicular traffic passing through campus.
Although intangible, the benefits are felt throughout the campus and surrounding neighborhood. Widener officials believe that the safer, more pleasant atmosphere will contribute to an increase in recruitment and retention. The same effects are anticipated for the neighborhood, although only over time can the effects on the city?EUR??,,????'?????<????????????EUR??,,??s population be measured.
Instead of challenging city government and struggling to close streets, Widener chose to work with the city of Chester. The entire design process benefited from open collaboration between Widener administration and Chester officials. Widener University and Chester?EUR??,,????'?????<????????????EUR??,,??s relationship is a model for other communities, which may not share the same sense of teamwork between city and college. By partnering on the street project, each entity shares in the success. Both benefit from an improved image and identity, better security and traffic circulation. Widener paid for the improvements, but Chester will continue to maintain the streets.
Town/Gown Partnerships/Campus edges?EUR??,,????'?????<???????????Viewing itself as a member of the city of Chester, Widener University embraced the community in the streetscape master plan. The University used the streetscape improvements as a means of expressing its commitment to the economically disadvantaged city of Chester. This investment in the streetscape will uplift both Widener and Chester. Their plan is unique in its efforts to blend the campus and neighborhood, and embrace public traffic through campus, instead of building walls as other campuses do. Image and Identity Enhancement ?EUR??,,????'?????<??????????? Shaping visitors?EUR??,,????'?????<????????????EUR??,,?? first impressions and creating a unified campus aesthetic were key factors in the streetscape master plan. Monumental brick gateway signage signal visitors?EUR??,,????'?????<????????????EUR??,,?? arrival on campus. Brick piers, light poles, banners and fencing accompany visitors throughout campus, creating a sense of continuity. In addition to enhancing the image of the campus, Widener extended these improvements out to the community, as a means of uplifting the neighborhood.
The streetscape improvements have strengthened connections between the main campus and the geographically disjointed athletic complex. Although bordered wholly by the community, 17th Street is the only means for students to access the athletic complex. By extending the streetscape elements to 17th Street, Widener has essentially connected the two campuses and invested in the 17th Street community.
Safety and Security ?EUR??,,????'?????<??????????? As is expected in struggling neighborhoods, crime prevention is a factor for Widener University. The streetscape improvements provide new light poles and fixtures, with increased light levels.
Before the improvements, students would drive to the athletic complex, because walking seemed dangerous. Now a well-lit thoroughfare, 17th Street is frequented by pedestrians as they walk to and from the athletic complex.
Master Plan Implementation/Campus Transformation ?EUR??,,????'?????<??????????? The master plan set forth a long-term strategy to change and enhance the approaches to campus, specifically the identification of major campus gateways. After an analysis of traffic circulation patterns, the master plan identified 14th Street as a campus organizer. It accessed all entry approaches, gave a cross-section of campus services, showed Widener?EUR??,,????'?????<????????????EUR??,,??s historic character and linked the campus to the adjacent neighborhoods.
As it existed previously, 14th Street was not a continuous thoroughfare. It stopped just before Providence Street, and picked up again on the other side of Providence. Designers connected 14th Street, and developed streetscape elements to make it a major gateway for the campus. Monumental brick signs, brick and stone piers, light poles and banners identify the campus gateways at Providence & 14th and Melrose & 14th. The implementation of this strategy has transformed visitors?EUR??,,????'?????<????????????EUR??,,?? impression of the campus.

The 28,000 square foot Wellness Center Addition gives the existing Schwartz Athletic Center?EUR??,,????'?????<????????????EUR??,,??s west fa??????ade an entirely new entry image. The addition stemmed from the recently completed master plan, also completed by The Collaborative Inc.
The addition is strategically located on the opposite side of the former main entry and benefits from extensive streetscape improvements. Designers reconfigured a long, straight 17th Street into a curving approach. These changes created a new pedestrian (and vehicular) friendly linkage between this important University athletic complex and the remainder of the Widener campus. The design solution visually shortens the distance between the campus and the Wellness Center, encouraging students to visit the new facility.
Widener University?EUR??,,????'?????<????????????EUR??,,??s streetscape improvements demonstrate their commitment to not only their own campus and students, but to the community and surrounding neighborhood. By implementing a unified palette of materials, WU was able to improve the campus?EUR??,,????'?????<????????????EUR??,,?? public image; define campus gateways and borders; and positively influence the adjacent portions of the city of Chester.
