Converting Underutilized Highways to Boulevards

Caltrans Launched Reconnecting Communities

Caltrans recently launched the Reconnecting Communities: Highways to Boulevards Pilot Program that would create advanced health and equity outcomes and improve access to opportunity.

The California Department of Transportation (Caltrans) is launching Reconnecting Communities: Highways to Boulevards Pilot Program. $149 million has been allotted in the State Budget to plan and fund the conversion of underutilized highways in the state into corridors to reconnect communities that are divided by infrastructure.

Caltrans developed a Caltrans Communities Handbook to serve as a resource for districts, government agencies, and organizations to navigate opportunities to develop projects that renew connectivity. The handbook was posted in Fall/Winter 2022.

For the pilot program in 2022, Caltrans submitted three applications and will partner on 21 projects that will be led by other agencies and provide 22 letters of support for other partner-led projects.
