The new governing rules adopted by the recently installed House of Representatives includes portions that can be beneficial to infrastructure construction funding according to Eno Transportation Weekly. One such benefit is the repeal of the so-called Ryan Rule, which mandated that any monetary transfers from the General Fund to the Highway Trust Fund must be offset by revenue increases or by spending cuts elsewhere in the budget. Amendments can once again be made to a spending bill to increase its budget level in certain circumstances. And the old cut-as-you-go provision (CUTGO), which only allowed spending cuts as a way to offset spending increases or tax cuts, was replaced by pay-as-you-go (PAYGO), which also allows tax increases as a way to offset spending increases or tax cuts.
