Congressional H2B Relief?

Senator Barbara Mikulski (D-Md.) recently introduced senate bill S.388 seeking to provide H2B relief. Representative Bart Stupak (D-Mich.) introduced a similar house bill more recently entitled the Save Our Small and Seasonal Businesses Act of 2009 (H.R. 1136).

Ever since the H2B cap of 66,000 was reached on January 7th, congress has been under pressure to do something about it. Two major proposals are under consideration to do just that.

The Save Our Small and Seasonal Businesses Act of 2009 (H.R.1136) was recently introduced by Representative Bart Stupak (D-Mich.). It seeks to exempt visa recipients for any of the three previous years from this years cap. The bill would be in effect as if signed into law on October 1, 2008 with returning worker exemptions expiring three years from that date. The only difference between the legislation proposed in the house and senate is this date.

The Stupak bill had 55 cosponsors as of March 2nd and is in referral to the House Committee on the Judiciary.
