Clutter ordinances in Martinsburg, W.V. make commercial off-premise signs and placement of satellite dishes on the front area of homes and apartments illegal. Now, if they would just put the utilities underground!


The Martinsburg City Council recently passed two ?EUR??,,????'??clutter?EUR??,,????'?? ordinances: one to restrict placement of commercial off-premise signs (excluding real estate signs under four ft. sq.); the second to limit installation of satellite dishes on homes and apartments to the back side.

The city manager cites enactment of similar ordinances in the state?EUR??,,????'???s eastern panhandle. City officials expect the clutter ordinances to increase vehicular safety and property values.

The city planner notes Martinsburg isn?EUR??,,????'???t trying to restrict the installation of the dishes, but those installed in the future will need to register with the planning commission and specify where on the home or building the dish will be installed.

Those not complying with the new ordinances can be fined up to $300.
