Landscapers in Westchester County, N.Y. who have recently bought new leaf blowers for their businesses may be unable to use them by the start of 2009. The working leaf blowers may not meet new leaf-blower emissions standards put into place this week by the county. Landscapers will be forced to certify that their machines will meet the stricter standards by the deadline when they apply for a to renew or obtain a license.
The county will be switching out its own leaf blowers as well, at an estimated cost of $70,000, under the new proposal first introduced by county executive Andrew Spano.
The recent unanimously approved bill echoes federal clean-air standards that took effect at the start of this year for leaf blower manufacturers. The more efficient machines will be replacing the older models on the store shelves, legislators say. New emissions standards are 50 grams per KWH of hydrocarbons plus oxides and nitrogen for Class III and IV engines; 72 grams for class V engines. Violators face fines of up to $1,000 or loss of their license.
