President Clinton is putting the finishing touches on his new Cabinet by announcing his pick to head the Departments of Energy, Housing, Labor and Transportation. White House sources have already said Federico Pena will move from his post as Transportation Secretary to Energy Secretary, and Rodney Slater of Arkansas will replace him.
