On April 1, 2005, the Contractors State License Board (CSLB) began Phase II of its new fingerprinting program. Henceforth, licensees who apply for additional classifications, as well as each officer, partner, owner, responsible managing employee and home improvement salespersons, will be fingerprinted whenever an application is submitted for a license, registration, or to change an officer on an existing corporate license.
Phase I of the program, which started January 1, 2005, required fingerprinting all personnel listed on an application if the qualifier was required to take an exam.
Questions have arisen:
Who is not affected? -California contractors licensees who do not apply for any changes to their license and licensees who apply for a joint-venture license.
How is the fingerprinting done? -The CSLB sends a fingerprint packet with instructions, however, the licensing board encourages applicants to use the ?EUR??,,????'?????<?Live Scan?EUR??,,????'?????<? system
(https://caag.state.ca.us/fingerprints/publications/contact.pdf) to avoid delays using the old "fingerprint card" system.
How are the fingerprints used? -The Department of Justice conducts criminal background checks on applicants. A criminal record does not automatically disqualify an applicant from getting a contractor's license.
