CA Private Firms Battle State Engineers

Architects and Landscape Architects in California have another battle to win: a constitutional amendment that would require the state to use competitive bidding (not qualification) when processing engineering, architectural, landscape architectural, surveying, environmental, or engineering geology services.

Qualified by The Professional Engineers in California Government, this far-reaching amendment would apply to any private-sector project that is the result of a state program. The "Competition Killer" amendment would establish a requirement for cost analysis between private and public-sector firms to determine who could perform design services cheaper; private-sector costs include all salary, overhead, expenses, and state contract administration costs, while the public-sector analysis excludes all costs except additional staff salary costs needed to complete a project.

The American Institute of Architects California Council (AIACC) is leading the campaign against the amendment to raise the resources necessary to defeat it on election day. AIACC spokesperson Philip Bujakowski urges CCASLA and CA Landscape Architects to "get serious about this initiative! This WILL affect you!"
