Our featured project is the Church Street reconstruction and Capitol Boulevard revitalization in downtown Nashville. These are two of Nashville?EUR??,,????'?????<????????????EUR??,,??s most important downtown routes. Church Street and Capitol Boulevard are perpendicular to each other. Capitol Boulevard runs between the State Capitol Building and the new, classically designed downtown library. Legislative Plaza and the War Memorial Building also tie in to complete the connection. Church Street bisects downtown from west to east, runs perpendicular to Nashville?EUR??,,????'?????<????????????EUR??,,??s numbered streets (1st through 7th) and ends at the Cumberland River.
As subconsultants to Barge, Waggoner, Sumner & Cannon, Inc., Carol R. Johnson Associates, Inc. (CRJA) provided landscape architectural design services for the reconstruction of Church Street, and led the design effort to revitalize Capitol Boulevard.
Back in the 1780s, what is today Church Street was a dirt path. A spring along the path prompted people to logically call it Spring Street. The street was soon the site of churches of various faiths: Baptists, Methodists, Presbyterians. The spring was no longer the street?EUR??,,????'?????<????????????EUR??,,??s defining trait and the locals, in their practical manner, now called it Church Street.
In 1928, the Knickerbocker movie house on Church Street showed Nashville?EUR??,,????'?????<????????????EUR??,,??s first ?EUR??,,????'?????<????????talkie.?EUR??,,????'?????<???????? At one point Church Street was a two-way street with trolley service. Through the Depression, WWII and into the post-war era the street was the main commercial avenue.
In the 1950s, it was a district of upscale stores like Harvey?EUR??,,????'?????<????????????EUR??,,??s and Cain-Sloan and still where people went to see the latest movie. In the mid-?EUR??,,????'?????<????????????EUR??,,??70s, however, the retail shopping began shifting more and more to the suburbs.
In 1976, the city spent $1.5 million to turn Church Street into a one-way meandering road of hexagonal brick pavers. Still, the exodus of stores continued and buildings became vacant. The once popular Tennessee Theater and Cain-Sloan Building were razed. As the buildings came down, superfluous parking lots appeared. The street scene was shabby. There were asphalt patches for damaged brick pavers and a hodge-podge of street furnishings and light fixtures. There just wasn?EUR??,,????'?????<????????????EUR??,,??t much to attract people to Church Street and Capitol Boulevard.
It was important to coordinate the design changes with several Metro departments and with previous studies and plans. Therefore, the project incorporated the Downtown Streetscape Design Guidelines and was coordinated with Metro Planning, Public Works, MDHA, the Nashville Civic Design Center and other entities.
The property owners, business operators and public were concerned about the final configuration of traffic, parking and construction disruptions. Frequent design review meetings were publicized, including door-to-door canvassing. At each meeting, plan views of the street corridors were printed for the owners and tenants to view the proposed configuration bordering their properties. Everyone had the opportunity for input and meticulous notes were kept for all proceedings. These meetings were not empty gestures to public desires and concerns. Many changes to the plan reflected public consensus.
A website dedicated to the project was updated regularly to keep people informed about construction locations and daily traffic closings and detours. Weekly progress meetings with the contractors included an open public session to voice concerns. In addition to publicized phone numbers, the public could also email the project manager with questions.
These public efforts played a significant role in the construction?EUR??,,????'?????<????????????EUR??,,??s smooth progress, timely completion, and in the enthusiastic acceptance of the project?EUR??,,????'?????<????????????EUR??,,??s final appearance and function.
The objectives for the city were clear cut?EUR??,,????'?????<???????????to reinvigorate Church and Capitol. The motivation was the planned new residential development downtown, including several projects for Church Street. The first new major residential project in downtown Nashville was the Cumberland, a hi-rise apartment building constructed in 1998.
It was a simple equation. Modern residential living units coupled with an attractive urban streetscape would reinvigorate downtown Nashville. Vehicular and pedestrian traffic had to increase. After studying the traffic layout, Metro Public Works recommended Church Street and Capitol Boulevard be converted to two-way traffic and provide on-street parking.
This streetscape project was not simple and straightforward. It would entail new sidewalks and furnishings, new landscaping, new street alignment, and underground utilities?EUR??,,????'?????<???????????all fronting buildings dating back to 1848. There were, of course, multiple property owners, tenants and several prominent businesses to deal with. It seemed a daunting task.
The pedestrian?EUR??,,????'?????<????????????EUR??,,??s experience was a key focus. Greater comfort and safety for pedestrians was realized by widening sidewalks, installing benches and introducing pedestrian-scale lighting. Crosswalks are clearly delineated and key intersections redesigned for maximum pedestrian safety. ADA-compliant crosswalks and ramps are used throughout, as are audible walk/don?EUR??,,????'?????<????????????EUR??,,??t walk signals for the sight-impaired.
The design professionals chose materials to reflect the traditional nature of the setting and replicate or recall some of the historic street details during its most vibrant era. The choice for pedestrian lighting, for example, was round globes with the look of gas globes circa 1900.
Extensive landscaping helps soften the hardscape, adds visual appeal and brings nature?EUR??,,????'?????<????????????EUR??,,??s bouquet to the senses.
The Church Street reconstruction project has revitalized the street and given the downtown a new identity. The design updated this 1970s streetscape to give it a more contemporary and unified look.
?EUR??,,????'?????<????????Drawing from the historical context of the central business district, the design provided new street trees in large planters, new historical street lights and other pedestrian amenities,?EUR??,,????'?????<???????? explains the landscape architect. ?EUR??,,????'?????<????????The design helps to create a consistent look for the street, with particular emphasis on the intersections as unifying elements. Consistent treatments for such features as light and street tree placement, crosswalk treatments, and sidewalk pavements help to organize the street. Pedestrian elements such as street signage and benches help to make the street much more pedestrian friendly.?EUR??,,????'?????<????????
CRJA?EUR??,,????'?????<????????????EUR??,,??s design efforts to revitalize Capitol Boulevard involved connecting the historic State Capitol Building to the recently constructed Nashville Public Library. CRJA?EUR??,,????'?????<????????????EUR??,,??s design eliminated curbs on the street, creating a continuous surface across the 80-foot right-of-way, and allowing events such as markets, festivals and other public celebrations to take over the street and bring life to the downtown. The design also provides wide sidewalks, with sufficient room to set up outdoor cafes and other daily activities to encourage more pedestrian traffic. The design uses large curbed planters to define the travel lanes and parking zones on the street. A local granite used on the adjacent War Memorial Plaza was also used for the planters and some areas of pavement to help connect the two spaces and create a continuous pedestrian environment.
