According to a new study released by Scenic America, a non-profit organization dedicated to landscape ?EUR??,,????'????preservation, billboards are proliferating at a 10:1 ratio; for every ten billboards that go up, only one is removed. After a comprehensive review of the Highway Beautification 1965 (HBA), Scenic America cited the ineffectiveness of the law as a reason for this billboard cluttering. Meg Maguir, President of Scenic America, remarks: ?EUR??,,????'??The Highway Beautification Act should be renamed the Billboard Protection Act.?EUR??,,????'?? According to Scenic America, the HBA, which was meant to protect American scenery, allows new billboards to come up and protects existing ones. In fact, people traveling on federal-aid highways should expect to see at least 47 billboards per hour. Where are these billboards? Florida comes in first with the most billboards in any state, 20,711 to be exact, followed by Ohio, Texas, Wisconsin and Pennsylvania. In addition, Texas has the most billboard structures that violate HBA standards. LEGISLATION AIMED AT IMPROVING HBA STANDARDS IS UNDER WAY, SO THAT BILLBOARDS DO NOT TEEM IN THE AMERICAN LANDSCAPE. SENATOR JAMES JEFFORDS (R-VT) HAS INTRODUCED A BILL TOWARDS THAT END, WHILE REPRESENTATIVE JOHN LEWIS (D-GA) IS PLANNING TO INTRODUCE SOMETHING SIMILAR IN THE HOUSE.
