The past year has proven to be a successful year for the ASLA 50 by 2010 Licensure Program. In total, there are now 34 states with practice acts, 12 states with title acts, and 4 states and the District of Columbia that do not have a licensure law for landscape architects. Two ASLA Chapters ?EUR??,,????'??+ with very different experiences ?EUR??,,????'??+ were victorious in their efforts to upgrade to practice acts in 2002. Iowa was able to amend their law without much debate within one legislative session, while Ohio capped off many, many years of hard work and negotiation to emerge with a practice act, signed by Governor Taft during National Landscape Architecture Week. The year has also served as preparation for future legislative efforts. Several ASLA Chapters are preparing to initiate legislation in 2003 to upgrade to practice acts, or to create a new law altogether. One such Chapter, Colorado, has been investing in considerable time and effort to prepare for 2003. Throughout the past two years, the Chapter prepared for the ?EUR??,,????'??Sunrise?EUR??,,????'?? process, through which all professions seeking licensure must pass. While the result was a negative recommendation (the agency rejects nearly all applicants), the effort will continue via legislative action in 2003. Many ASLA Chapters will be preparing for sunset deadlines in the next few years, including Texas and California. In November 2002, the Texas Sunset Advisory Commission released its report, recommending renewal for the Texas Board of Architectural Examiners, which regulates architects, landscape architects, and interior designers. Also in 2002, the California General Assembly passed legislation extending the sunset for the California Architects Board, which houses the Landscape Architects Technical Committee (LATC). With the sunset extended for one year, ASLA will continue to work with the LATC in its efforts to defend licensure through the sunset process in that state. While 2002 was an productive year for the 50 by 2010 Program, 2003 is shaping up to be another challenging and rewarding year for ASLA Chapters across the nation in the pursuit and defense of practice act licensure.
