Alaska State Legislature Proposes Establishment of Sunrise Review Board

Alaska is working towards passing a legislative bill that would establish sunrise review board.

The Alaskan State legislature introduced a partisan bill titled SB 51 to establish the Sunrise Review Board. The bill was introduced and referred to Labor & Commerce on January 24th.

The bill was introduced by Sen. Robert Myers to establish a board that would evaluate the need for new occupational regulations like licensure, state certification, and mandatory registration. Unlike sunset review, the sunrise reviews regulations before they become law rather than after.

During the 2009 legislative session, it came out that the temporary Landscape Architect seat on the board was not included in the legislation for the 2017 sunset extension date with the other specified professions. Further, as this was an oversight, the ASLA chapter lobbied to be corrected which was resubmitted under SB 1144 with a temporary seat.

SB 51 however, specifies seven members that work per diem and have their travel expenses covered, to serve staggered three-year terms or until a successor is appointed. The board would review legislation proposing a change to licensure that is introduced in the legislature unless the change has been the subject to review within the last four years.
