Glendale, Calif. fined a couple $347,600 for hiring an arborist to prune 13 trees?EUR??,,????'?????<???????????but then cancelled the penalty after city council members cried foul. The city?EUR??,,????'?????<????????????EUR??,,??s strict tree ordinance protects indigenous trees ?EUR??,,????'?????<??????????????+ the oaks, sycamores and bay laurels that grow in the area. The law was passed about 20 years ago, after a developer cut down old oak trees and residents reacted in an uproar, said Bob McFall, assistant city manager.
In November, Glendale?EUR??,,????'?????<????????????EUR??,,??s city council said the rule wasn?EUR??,,????'?????<????????????EUR??,,??t intended to target homeowners and cancelled the fine.
The city increased the fines earlier this year because some developers were cutting down trees. The idea was to make developers pay big fines to deter them from cutting trees down, officials said.
The Collards hired a licensed tree-trimming company to prune 13 trees, including five trees on city property near the street that they later found out they were not supposed to touch, Michael Collard said.
In June, the city told the tree trimmers to stop pruning the 13 trees.

The Collards should have gotten a permit for the work, McFall said. It?EUR??,,????'?????<????????????EUR??,,??s free, but it allows the city to know about the upcoming work and to provide advice on how to best prune a tree, he said.
The city ordinance applies to property owners, not tree-trimming contractors.
Fines are calculated based on a formula that takes into account the size of the tree and other factors, McFall said.
