House Subcommittee on Surface Transportation (HSST) hearings have begun to explore possible changes in the upcoming 1997 reauthorization of the Intermodal Surface Transportation Act (ISTEA). Of particular interest to Landscape Architects remains ISTEA's Transportation Enhancements Program (TEP), which currently requires states to set aside 10% of their federal transportation funding for scenic beautification and landscape projects. While HSST spokesperson Chris Bertram confirms that no changes will occur until next spring, industry associations like ASLA and AIA have already geared up to defend the substance of ISTEA.
