They can pick up tools and workers without having to shell out any money on a daily operating budget. Even worse, some licensed contractors pay cash under the table to their workers. They have no payroll, and this hurts the industry. He has been interviewed by Lou Dobbs on CNN and is now on the CLCA Taskforce that deals directly with the lawmakers in Sacramento.
