If you?EUR??,,????'?????<???EUR?ve been to Chicago and are a landscape professional, you?EUR??,,????'?????<???EUR?re sure to have noticed on the sidewalks in front of various retail establishments the many rectangular plots of land with flowers and trees planted within and protected by short black ornamental iron fencing (people still trample into them!). The fencing is reportedly favored by the mayor and inspired by his European travels.
On March 24, 2010 Alderman Eugene Schulter (47th Ward), a cosponsor of the 1999 zoning and landscaping ordinance, introduced a measure to impose a moratorium on the enforcement of that ordinance for two years.
The reason? The Chicago media reports the city has been quite aggressive in enforcing the landscape ordinance, which requires business owners, at their own expense, to put in the landscaping (and fencing). Small business owners are complaining they?EUR??,,????'?????<???EUR?ve been fined for ordinance violations (as much as $500-$1,000 per day) that they are not even aware of committing.
The proposed moratorium is to give the small-business owners a break in these difficult economic times.
While many retailers might admire the mayor and his efforts for streetscape beautification, forking over a couple of thousand of dollars for fencing is unlikely to sit well with struggling retailers.
