New Flood Policy for Calif.?EUR??,,????'???s Central Valley

Two-hundred year flood event protection will be the new standard for urban areas in California?EUR??,,????'???s Central Valley beginning in 2015.


Gov. Schwarzenegger has signed SB 5, a bill that requires the California Department of Water Resources to propose building standards for deep floodplains by 2009. The state must establish a Central Valley protection plan by 2012 and incorporate it into local government general plans and zoning ordinances within three years. The bill also makes the 200-year flood event the new standard for urban areas in the valley beginning in 2015.

The state Department of Water Resources is required to produce 100-year and 200-year flood maps for the Central Valley by July 2008. (A 100-year flood event by definition means only a one percent chance in any given year for a big flood; the odds on a 200-year flood occurring is only .5 percent in any given year.)

The new maps should affect land-use planning decisions immediately. Cities and counties won?EUR??,,????'???t be approving development on land lacking 100-year flood protection. After 2015, a land development targeted for 10,000 people or more will not be built without 200-year flood protection or ?EUR??,,????'??making adequate progress toward that standard.?EUR??,,????'??

Some legislators did not think the bill was restrictive enough leading up to 2015 and believe new homes and businesses may end up in harm’s way.

SB 5 was endorsed by the Planning and Conservation League, the League of California Cities, and the California Building Industry Association, among others.
